USAID Announces Support to Strengthen Tourism Sector in Timor-Leste

USAID announces a three-year tourism development program in Timor-Leste projected to stimulate $25 million USD in community and ecotourism investments, create 1,000 jobs, and boost community incomes by 15 percent.

The US cooperation agency USAID announced an agreement for a tourism development program in Timor-Leste aimed at strengthening the Government’s strategy in this sector.

The “Tourism for All” Program

“Tourism for All” is the name of the program, implemented by Chemonics International and its partners Solimar International and Planet Partnerships. It forms part of the national tourism strategy approved by the Timorese Government in 2018.

The three-year project focuses on public-private cooperation to promote Timor-Leste as an uncommon destination for adventure tourism and ecotourism, complementing the Government’s strategy which targets 200,000 annual tourist arrivals by 2030.

The government’s broader forecast estimates the sector can generate 15,000 jobs and annual revenues of approximately $150 million.

Program Focus Areas

The project concentrates on three core pillars:

  • Inclusive tourism — creating equitable access and participation for local communities
  • Industry management — improving operational standards and destination governance
  • Sustainable investment — promoting responsible private sector engagement

It also aims to improve and grow the tourism workforce across the country.

Public-Private Partnership Structure

USAID intends to incorporate a National Partnership for the Development of Public-Private Tourism into the project, alongside Destination Management Councils designed to help communities manage local tourism zones and activities.

Timor-Leste’s National Tourism Policy

Adopted in March 2018, Timor-Leste’s national tourism policy advocates a gradual and sustainable development approach that protects the environment while increasing tourist visits and improving economic opportunities at both national and community levels.
