The US cooperation agency USAID announced an agreement for a tourism development program in Timor-Leste aimed at strengthening the Government’s strategy in this sector.
The “Tourism for All” Program
“Tourism for All” is the name of the program, implemented by Chemonics International and its partners Solimar International and Planet Partnerships. It forms part of the national tourism strategy approved by the Timorese Government in 2018.
The three-year project focuses on public-private cooperation to promote Timor-Leste as an uncommon destination for adventure tourism and ecotourism, complementing the Government’s strategy which targets 200,000 annual tourist arrivals by 2030.

USAID projects the program will deliver significant economic benefits over three years:

- Sustainable investment — promoting responsible private sector engagement
It also aims to improve and grow the tourism workforce across the country.
Public-Private Partnership Structure
USAID intends to incorporate a National Partnership for the Development of Public-Private Tourism into the project, alongside Destination Management Councils designed to help communities manage local tourism zones and activities.
