The Decreto-Lei No. 11/2019 establishes the organic structure and operational framework of Timor-Leste’s Ministry of State Administration (Ministério da Administração Estatal), one of the key government bodies responsible for territorial governance, decentralization, and local administration across the country’s municipalities.

The ministry plays a significant role in tourism development through its oversight of municipal governance and local infrastructure. Timor-Leste’s thirteen municipalities are the administrative units through which many tourism-related services are delivered, including road maintenance, market management, and coordination with traditional community leaders (liurai and chefe de suco) whose cooperation is essential for community-based tourism initiatives.

For tourism stakeholders and researchers, this document provides essential context for understanding Timor-Leste’s governance architecture at the subnational level. It clarifies which government bodies hold authority over land use, public spaces, and local development planning — questions that frequently arise in tourism investment and project development.
