Overview

The Business Opportunities and Support Services (BOSS) Project Intervention Report was produced by the International Labour Organization (ILO) in 2017. The ILO holds a mandate to help advance the creation of decent work and the economic and working conditions that give working people and business people a stake in lasting peace, prosperity and progress.

ILO Priorities in Timor-Leste

In Timor-Leste, the ILO’s work has focused on three interconnected priorities:

  • Youth employment promotion — expanding opportunities for young people entering the labour market
  • Rural economic development — integrating employment strategies into rural growth initiatives
  • Labour market governance — improving the structures and policies that regulate employment

Alignment with National Development Strategy

These priorities align directly with Timor-Leste’s Strategic Development Plan 2011–2030, which emphasises the support and development of the private sector as the primary driver of:

  • Employment creation
  • Income generation
  • Sustainable economic growth

The tourism sector is identified as a key area where private sector development can deliver meaningful employment outcomes, particularly for youth and rural communities.
